Following ethics complaint, Murray amends disclosures

District 5 Metro Councilwoman Pam Murray changed her state ethics disclosure forms only days after a complaint was filed against her last week.

One of Murray’s constituents, Terry Dale Vibbert, filed a complaint with the state Ethics Commission, alleging she lied on her ethics disclosure forms. On the original forms, Murray said she was self-employed.

But Vibbert’s ethics complaint included documentation indicating Murray was actually employed at the Sunshine Treatment Institute in Detroit. Vibbert’s complaint said Murray lied about her employment status to hide the fact she lives a majority of the time in Detroit and not in her East Nashville district.

Murray changed the 2008 and 2009 complaints on Tuesday to now list her sources of income as the Sunshine Treatment Institute and Focus Clinical Services.

The councilwoman has been under fire ever since a WTVF-Channel 5 report last month indicated she lived most of the time in Detroit. Constituents opposed three zoning bills Murray had filed, including one to allow mobile vendors on Cleveland Street. That bill was withdrawn at the May 4 Council meeting, although Murray has filed a new bill to apply a mobile vendor overlay district to Cleveland Street.

Additionally, Murray filed a bill to change the zoning for a property on Cleveland Street to multi-family, which many residents oppose. Because Murray was not responding to their concerns, residents asked District 8 Councilwoman Karen Bennett to intercede. Bennett attended a community meeting, after which a confrontation ensued and the police were called.

According to Bennett’s police report, a group including Murray yelled racial epithets at her and attorney Jamie Hollin, who lives in District 5.

Murray filed a report of her own a week later stating it was Bennett who initiated the confrontation.

A group of District 5 constituents have begun organizing efforts to initiate a recall against Murray, according to Election Commission Director Ray Barrett.

If Ms. Murray had ANY integrity...she would step down.

Tell me how you can just go back and change the forms without some sort of ramifications. That is like me falsifying tax forms and when I get caught I just change them and not pay a penalty. I don't think so.
